BOPEE Releases Seat Matrix for Second Round of Horizontal Counselling in CET 2026

The Board of Professional Entrance Examinations (BOPEE) has released the seat matrix for the second round of physical counselling under the horizontal reservation category for CET 2026. The notification, dated July 22, 2026, covers three groups of government paramedical courses in Jammu & Kashmir: B.Sc. Nursing, B.Sc. Paramedical courses, and B.Sc. Technology courses.

If you appeared for CET 2026 and are waiting for the next round of counselling in these courses, this seat matrix tells you how many seats have been kept aside institution wise and category wise for this round.

What This Notification Covers

BOPEE conducts counselling in rounds, and this particular round deals only with horizontal reservation, meaning categories like persons with disabilities (PWD), children of defence personnel (CDP), sportspersons (SP), and children of paramilitary forces and UT police personnel (JKPM). These categories cut across the usual social categories such as OBC, SC, ST, and EWS. So if you qualify under one of these horizontal categories, you will still be placed within your own social category (say SC or OBC), but a seat is set aside to make sure you get consideration.

B.Sc. Nursing Seats

Nineteen government nursing institutions across Jammu & Kashmir are part of this round. Together, they offer a total intake of 954 seats through BOPEE, along with 76 seats under the self financed or management quota (SF/MQ) category.

The institutions included are:

  • BGSBU Nursing College, School of Nursing and Biomedical Sciences, Kishtwar (Women's College)

  • Government Nursing College, Rajouri
  • Government Nursing College, Reasi
  • Government Nursing College, Udhampur
  • Alamdaar College of Nursing and Medical Technology, Chari e Sharief
  • Government Nursing College, Dewan Bagh, Srinagar

  • Madre e Meharban College of Nursing, SKIMS Soura, Srinagar

Within this quota, the notification sets aside 12 seats for PWD candidates (2 general, 3 SC, 1 ST1, 3 ST2, 1 OBC, and 2 RBA), 7 seats for CDP candidates (4 general, 1 RBA, and 2 ST2), and 1 seat for sportspersons under the ST2 category.

B.Sc. Paramedical Seats

This group covers technical paramedical diploma level courses such as Bachelor of Medical Laboratory Science (B.MLS), Bachelor of Anesthesia and Operation Theatre Technology (B.AOTT), Bachelor of Dialysis Therapy Technology (B.DTT), Bachelor of Medical Radiology and Imaging Technology (B.MRIT), and Bachelor of Respiratory Technology (B.RT), offered across Government Medical Colleges and a couple of other institutions.

The total government intake here is 632 seats, with an additional 48 seats under the SF/MQ category. The institutions and disciplines involved include Government Medical College Doda, Jammu, Kathua, Rajouri, Anantnag, Baramulla, and Srinagar, along with the Institute of Paramedical Sciences (Nursing College) South Campus, Anantnag, and IUST Awantipora.

A few disciplines such as B.Sc. Cardiac Care Technology and B.Sc. Neuro Sciences Technology are listed against GMC Jammu and GMC Srinagar, but the notification shows no seats being offered under them in this round.

For this group, 10 seats are reserved for PWD candidates (3 general, 2 SC, 1 RBA, 2 ST1, 1 ST2, and 1 OBC), and 12 seats are reserved for CDP candidates (6 general, 2 SC, and 4 ST2).

B.Sc. Technology Seats

This is the smallest group and applies only to SKIMS Soura, Srinagar. It offers a total of 56 government seats, and there is no SF/MQ quota in this course group. The disciplines listed include B.AOTT, B.MLS, B.Sc. Medical Technology, B.Sc. Perfusionist Technology, B.RTT, and B.MRIT, though a couple of these disciplines show no seats being offered in this particular round.

Only 1 seat has been reserved here, for a CDP candidate under the general category. The notification does not mention any PWD or sportsperson reservation for this course group.

Reservation for UT of Ladakh Candidates

Across all three course groups, 4 percent of the total government seats are reserved for candidates from the UT of Ladakh: 2 percent for Kargil and 2 percent for Leh. If an odd seat comes up in this quota, the notification states it will go to the STK or STL candidate who ranks next in the merit list.

What This Means for You

If you belong to any of the horizontal categories mentioned above, PWD, CDP, sportsperson, or JKPM, this is the round where those seats come into play. You will still be considered under your own social category first (SC, ST, OBC, EWS, or open merit), and the horizontal reservation is simply an added layer of consideration on top of that.

Because the seat matrix in the original notification breaks numbers down institution by institution and category by category in a fairly dense table, we would recommend checking the official BOPEE seat matrix or your counselling login for the exact number of seats available for your specific category at each institute before you fill your choices.

The notification does not mention exact counselling dates, reporting schedule, or the process for choice filling for this round. If BOPEE issues a separate notice for these, we will cover it separately.
