BOPEE Announces 2nd Round of Offline Counselling for B.Sc. Nursing, Paramedical and Technology Courses 2026
The J&K Board of Professional Entrance Examinations (BOPEE) has announced a second round of offline counselling for admission to B.Sc. Nursing, B.Sc. Paramedical and B.Sc. Technology courses 2026. This round is meant only for candidates under the Horizontal Category, and it will be held on 23rd July 2026 (Thursday).
The notification, numbered 116-BOPEE of 2026 and dated 21st July 2026, has been issued under reference to the earlier Notification No. 102-BOPEE of 2026 dated 10th July 2026. It has been signed by Dr. Shabir Hussain Keen, Secretary, J&K BOPEE.
Why This Round Is Being Held
After the first round of counselling, some horizontal seats fell vacant across various Government Colleges and Institutions of the UT of J&K. This happened due to reasons like nonjoining or resignation of candidates who were allotted seats earlier. To fill these vacant seats, BOPEE is now conducting this second, offline round.
Who Can Participate
This round is open only to eligible candidates from the Horizontal Category, specifically:
- PwD (Persons with Disability) candidates
- CDP (Child of Defence Personnel) candidates
- Sports (SP) Category candidates
If you belong to the JKPM category, please note that you are not eligible for this round, since your quota has already been filled during the first round of online counselling.
The Board has released a Revised Provisional Merit List of eligible candidates as Annexure A to this notification. It carries over 300 entries across the PwD, CDP and Sports categories, along with each candidate's application number, roll number, category, CDP priority (where applicable), score and rank. We are not reproducing individual names here, since a list this large is best checked directly. You should visit the official BOPEE website, jkbopee.gov.in, to confirm whether your name features in Annexure A before you plan your visit.
What You Need to Do
Since this is an offline, physical round, we cannot stress enough how important it is to be present in person with your documents.
Where and when to report: You need to report physically at the BOPEE Office in Jammu or Srinagar (whichever is applicable to you) on 23rd July 2026, between 9:30 a.m. and 10:30 a.m., for attendance and registration.
Documents to carry (all originals):
- Domicile certificate of UT of J&K
- Qualifying marks certificate (12th Class)
- Date of Birth Certificate (only the Matriculation Certificate issued by the Board of School Education will be accepted for this)
- Valid Reserved category certificate(s)
We would advise you to keep these documents ready well before the reporting time, since candidates arriving without complete original documents may not be entertained.
Category Certificate Validity
The category certificate you carry must be valid as on 9th April 2026. This was the last date fixed by the Board for filling up the online application form for the B.Sc. Nursing/Paramedical/Technology Course 2026, so make sure your certificate meets this cutoff.
Counselling Fee
If you are participating in BOPEE counselling for the first time, you will need to deposit a counselling fee of Rs. 1000 (Rupees one thousand only). This can be paid through POS machines available at the BOPEE office in Jammu or Srinagar, using debit or credit cards.
Candidates who fail to pay this fee will not be allowed to take part in the counselling process, so this is not something to overlook.
However, if you had already paid the counselling fee earlier, you do not need to pay it again for this round.
Can Someone Else Attend On Your Behalf?
If you genuinely cannot be present on 23rd July 2026 due to unavoidable circumstances, you can authorize a close family member (someone who falls in your blood relation) to attend counselling on your behalf. This must be done on the Board's own devised authorization format, and it happens entirely at your own risk and responsibility.
The person you authorize will need to carry the authorization letter along with their own Identity Card and Aadhar Card at the time of counselling. Without these, they will not be allowed to participate on your behalf.
What Happens to Seats That Remain Vacant
If any horizontal category seats are still vacant after this round's upgradation or allotment process, they will be de-reserved. This means they will then be opened up and filled from all candidates of their respective main categories, through online counselling in the next round.
Seat Matrix and Provisional Nature of Allotment
The Board will publish the Seat Matrix for these courses on its official website one day before the physical/offline counselling, so you can check available seats in advance.
It is also worth keeping in mind that merely taking part in or getting allotted a seat during this offline round does not automatically confirm your admission. Your eligibility still has to be verified by the concerned college or institution where you are provisionally selected.
All other terms and conditions continue to remain the same as already mentioned in the e-Information Brochure and earlier notifications or notices issued by the Board.
What Should You Do Now
If you fall under the PwD, CDP or Sports category and have a horizontal seat pending, you should check the official BOPEE website to confirm your name in Annexure A, arrange your original documents, and reach the BOPEE office in Jammu or Srinagar by 9:30 a.m. on 23rd July 2026. If you cannot make it yourself, arrange the authorization letter and identity documents for your close family member well in time.
